If you click on an unowned pet, you will have the option to adopt it shown. Adopting a pet gives you the opportunity to give it a new name. Pets that are already owned will give you the option to identify the owner. If they are owned, only the owner can pick up that pet. Anybody can pick up an unowned pet, but you will need to put it down again to adopt it.
