Setting the restricted flag on an object will stop an avatar carrying the object out of the region or region group that they find it within.  If the region is within a region group then the item can be carried throughout the group. If it is not in a region group, then it cannot be removed from the region.  

Setting the field "RestrictWithinRegion" on the region to any non-zero value will make the region the avatar is within behave as if it is not within a region group.  This would allow you to, for instance, carry objects within a group, but when arriving in this region, you cannot carry it back out again!   This field is accessed by using Fiddle > Modify Object on any object, then scrolling down the left side to select the Region itself, noid 0, and finding the field on the right side.
